Chris has been involved with fighting corruption all his life.  Chris on the tolling of our highways:

"The public oppose the tolling of automobiles on the Federal highways passing through Rhode Island, yet elected officials did not properly represent the public on this issue.  I oppose the impending tolling of our Federal highways.  David Cicilline did not speak against this tolling and stop it in his Federal position by citing or writting Federal law to prevent it.  I believe the tolling on Federal highways is a tax and the public did not get a chance to vote on this tax.  Our very nation had a revolution and wrote the Declaration of Independence on this point of imposing taxes on us without our consent."

PRESS RELEASE

Campaign to Elect Christopher F. Young to Congress

June 30, 2016

For Immediate Release:

Chris Young walked into the Rhode Island Secretary of State office with his wife Kara Young and baby daughter Mary Young yesterday, June 29th, and declared his candidacy for United States Congress, District 1.

Young, a Democrat, will face incumbent David Cicilline in the democratic primary this September 13, 2016.  In 2006 Chris Young recieved 26% of the Vote for Mayor of Providence against Cicilline.

Chris Young stated the key issues in the campaign:

"It is time for change!  This election is about change.  It is time for someone new.

As we as a state and nation celebrate almost 240 years of our nation's Declaration of Independence this weekend and light up the sky with fireworks, we must acknowledge we face many of the same issues our founding fathers faced when declaring our independence from the Kingdom of Great Britain and enlighten the minds of our fellow people of Rhode Island on the issues.

My wife's ancestor, Charles Carroll of Carrollton, Maryland, was the longest living and only Catholic signer of the Declaration of Independence and together as a family we have made the decision to run for Congress to uphold the principles fought for within that Declaration.

This declaration of candidacy is about giving a voice to the people of Rhode Island.  The people need a voice and a representative government.  I will try to be this voice.

I will start by addressing some of the issues we face.

The public oppose the tolling of automobiles on the Federal highways passing through Rhode Island, yet elected officials did not properly represent the public on this issue.  I oppose the impending tolling of our Federal highways.  David Cicilline did not speak against this tolling and stop it in his Federal position by citing Federal law.  I believe the tolling on Federal highways is a tax and the public did not get a chance to vote on this tax.  Our very nation had a revolution and wrote the Declaration of Independence on this point of imposing taxes on us without our consent.

In fact it it is written very clearly within the Declaration of Independence as it states: "For imposing taxes on us without our consent;"

I believe this tax interferes with interstate commerce and the Interstate Commerce Act.  I will formerly request an investigation with Federal agencies and Federal law into the tolling plan and file legislation to stop the tolling on a Federal level.

In addition, Congress has not been effective in resolving the issues of terrorism the United States faces from the attacks of September 11, 2001 to the recent terror attack in Istanbul.  When considering the terror attack in Istanbul, the Congress must work together to do everything possible to at least keep this terrorism outside the United States.  What is clear at this point is that ISIS plans to attack the United States and we need to take a stronger military position to protect the United States.   Our focus on counter terrorism needs to concentrate on stopping terrorist cell-group construction and funding.  Our military must take a stronger stand against the spread of terrorism and keep it from reaching our shores and the heartland of our country while preserving our Constitution and Bill of Rights.

Another major issue is that we need to fund social security and this can be done in part through national debt reduction and related interest payments.

In considering other issues Rhode Island is currently facing, our administration will gain Federal funding for job creation with the development of the port, the waterfront,  and the I195 land and the public transit project I brought up in the last election.

These projects will be state and Federally funded and they will create jobs.

The Federal government, the State of Rhode Island, and cities and towns must also help develop new business ventures with residents and students in the school system. Once the business has paid back a credit backed loan for business development, the residents and students will own the business. This program will teach residents and students how to form corporations and grow with companies they develop.

In considering our school system, the infrastructure of the schools has fallen into disrepair.  We need more Federal funding for our school system!

On the issue of taxes we will eliminate the excise car tax statewide with a deal constructed by our administration with the state offering an increase in Federal highway funds to repair our roads and other Federal aid.  The potholes that Cicilline seems not to be able to fix from when he was Mayor of Providence through his time in Federal office need to be repaired.  The deal we construct will also reduce residential and commercial property taxes.

Property tax and rent vouchers will be created with Federal funds and funds from lowering the state, city and town bond indebtedness interest rates to reduce property taxes and rents.

On the issue of criminal activity in Rhode Island, the voting roles need to be cleaned up.  There are still people on the voting roles who no longer live in Rhode Island.  The voting machines are easily reprogramable.  Rhode Island must return to more accurate counting of votes like other countries have done when they discovered voting fraud and soon thereafter eliminated electronic voting in their country.

I will also seek an investigation into the Providence Economic Development Partnership for fraud and the misappropriation of Federal funds.

 ï»¿

I will seek a full criminal investigation on the 38 Studios issue by Federal agencies.

I seek an investigation into members of Congress that recieved campaign contributions from the very same banks they voted to deregulate.  This caused the banking collapse in the United States and an impending collapse we face as a nation.  The national debt is 19.3 trillion dollars, up from 4 trillion in the year 2000.

Again looking to the Declaration of Independence, our courts are not protecting the people from those responsible for the banking collapse the nation has faced.  We must reform the way in which Judges are appointed in order to have Judges that represent to people instead of politicians, lobbyists, special interests, and their influences.

It says within the Declaration: "He has made judges dependent on his will alone, for the tenure of their offices, and the amount and payment of their salaries."

When considering public health issues Rhode Island faces, the lead content and other contaminants in the water supply are a real issue in Rhode Island.  Water quality is not meeting federal standards, yet nothing is being done about it.  I want to address this issue with further federal incentives, enforcement, and funding.

I hope to add to the voice of the people of Rhode Island who have not been heard on these and other serious issues we face as a nation during this election for change.

In quoting the Declaration of Independence and for the support of the Declaration of Independence this 4th of July and the issues contained herein, "with a firm reliance on the protection of Divine Providence, I pledge my Life, my Fortune, and my sacred Honor."

Chris Young also commented on the sit-in staged in part by Cicilline yesterday at Providence's Public Safety Complex:  "This type of publicity event for Mr. Cicilline does not address the serious issue that our nation and the people and families of Rhode Island face regarding the very real threat of terrorism, and specifically ISIS related attacks.  Terrorists do not follow the law and will obtain guns illegally in order to commit these heinous acts, such as the one recently in Istanbul. A terrorist will obtain a gun legally or illegally. This Congress has not addressed the threat of terrorism, which is the real threat our country faces. A one hour sit in with the look comfort of the protesters and David Cicilline's fashionable shoe laces will do nothing but gain distain from those who intend harm to the United States.

I will address these issues when elected to Congress. I also believe that it was very convenient for Mr. Cicilline, who helped coordinate this publicity stunt, to do so the week of the declaration for candidacy period in Rhode Island."
