Chris has been involved with fighting corruption all his life.  Chris on the tolling of our highways:

 

"I will write Federal legislation to stop the tolling of the public on Rhode Island's federal highways and by doing this I will be making the tolling a federal issue.  The legislation would state that a issue as large as tolling has to be put into the hands of the voter by a vote of the people on the ballot.  The public opposes the tolling of automobiles on the Federal highways passing through Rhode Island, yet elected officials did not properly represent the public on this issue.  I oppose the impending tolling of our Federal highways that will apply to everyone soon by a ruling of the court under equal protection arguments brought up in a legal action.  I feel this was the intent all along for the state legislature to escape responsibility in voting for tolling everyone and used the courts to ultimately write legislation that will toll everyone not just truckers.  I feel this was a violation of separation of powers and violates state law.  Cicilline did not speak against this tolling and has stated it is a local issue when he knows he can make it a federal issue by writing federal legislation to stop the tolling.  Cicilline refuses to stop it in his Federal position by citing or writing Federal law to prevent it.  I believe the tolling on Federal highways is a tax and the public did not get a chance to vote on this tax impeding interstate commerce.  Our very nation had a revolution and wrote the Declaration of Independence on this point of imposing taxes on us without our consent."

Our administration will gain Federal funding for the development of the port, the waterfront,  I195 land, and a subway to connect all the neighborhoods to the heart of downtown Providence.

 

These projects will be state and Federally funded and they will create jobs.  

 

We need to bring manufacturing back into the United States for job creation.

 

Chris Young is against NAFTA, CAFTA, and the TPP and supports trade tariffs which are proven to bring manufacturing back to the Unites States.  Cicilline has not opposed NAFTA and CAFTA and has not supported the reestablishment of trade tariffs to bring back Americans jobs.

Chris will oppose the tolling of the Federal Highways in Rhode Island.  Chris has said, "I will write federal legislation to stop these tolls on federal highways. The tolling is a tax impeding the Interstate Commerce Act that has been put in place against the public's desire and with little elected representation on the issue.  The people need a voice on these issues.  I will try to be this voice.  A political office is not a lifetime position. It's time for a change and it's a time for hope."

Chris founded the National Civil Rights Coalition (NCRC) over a decade ago which has pushed to allow for the total discharge of student loan debt, unlike Cicilline who does not support total student loan discharge by reinstating the 7 year dischargeability bankruptcy law that was in place prior to the Bush and Clinton administrations.  In fact Cicilline's proposal on student loan debt would prevent the total dischargeability of student loan debt under the prior bankruptcy code, any payment or extension of time to pay prevented bankruptcy discharge under the prior bankruptcy code.

 

Chris has said on the issue of education: "The infrastructure of the schools have fallen into disrepair.  We need more Federal funding for our school system!  I support a free online university that anyone in the United States can attend once K-12 is completed.  Our campaign has already approached the Presidential candidates on this.  In a possible restructuring of the dollar, I hope to include in the legislation, a free education at state colleges."

Property tax and rent vouchers will be created with Federal funds to reduce property taxes and rents. If the dollar does collapse, as part of its restructuring Chris has stated:  "I will seek the elimination of the property tax as part of the dollar's restructuring."

 

Property taxes with re-assessments have gone up over 300% in some cases in Providence when Cicilline was Mayor.

 

Chris stated: "We will eliminate the excise car tax statewide as well as reduce residential and commercial property taxes. We will fund this by lowering the interest rates on bonds the cities and state owe through Federal aid."

The voting roles need to be cleaned up.  The voting machines are easily reprogrammable.  Rhode Island must return to more accurate counting of votes.

Chris has requested a full criminal investigation with an independent investigator from the Attorney General and a Department of Justice Investigation into the 38 Studios issue.  Cicilline does not support a separate investigation from the Attorney General's investigation even though the Attorney General was a legislator and supported the deal.

Gordon Fox was very friendly with Cicilline in the legistalure and recieved a position on Providence's licensing board. 

 

Chris seeks an investigation into members of Congress that received campaign contributions from the very same banks they voted to deregulate.  This caused the banking collapse and increase of the national debt to 19.4 trillion dollars.

Cicilline was given over $10,000.00 in campaign contributions from Waterson LLC related individuals and in the same time period Waterson LLC recieved a federal Tiger II grant.  Chris has sought into an House Committee on Ethics complaint against Cicilline on this issue.

Chris Young supports fixing the state's potholes with federal funds, funds from lowering the bond indebtedness interest rates and making sure money the state already received in fees like registrations, licenses and other state car related fees go directly to fix the pot holes and not into the general fund.

Chris Young stated some of his positions on foreign policy and diplomacy: "When considering the terror attack in Istanbul and more recent attacks, the Congress must work together to do everything possible to keep this terrorism outside the United States."  ISIS plans to attack the United States and we need to take a stronger military position to protect the United States.

 

I also wanted to add that escalating tensions in an action and reaction dynamic between China and the United States in the South China Sea in the electronic warfare spectrum in the from of radar is becoming an area of concern and demands the Congress to act in a diplomatic way to ease this tension. 

 

During the last few years, China has apparently constructed a considerable number of radar installations on the South China Seas islands.

 

This exponentially expanding radar network and Beijing’s growing military and intelligence satellite network (radar facilities are also being outfitted with satellite uplinks) will allow China to aggressively track foreign military assets in the region.

 

The United States deployed four US Navy EA-18G Growler electronic attack aircraft to the Philippines for ‘bilateral training missions’ – the type of aircraft that are in fact capable of jamming radars like the ones employed by Beijing in the South China Sea.

 

In October of 2015 Beijing reacted angrily to a decision by the U.S. Navy to sail a guided-missile destroyer within 12 miles of artificial islands under construction by China in the South China Sea.

 

In March of 2016 the US Navy deployed a small armada headed by the USS Stennis to the South China Sea.

 

In July of 2016 China’s People’s Liberation Army Air Force (PLAAF) started to conduct regular combat patrols of the South China Sea.

 

In August of 2016 Japan pushed for British weaponry for the South China Sea Standoff over a contested island archipelago.

 

We need an open dialogue with China about the South China Sea in order to avoid an escalation of United States military forces in the region and this is not being done by Cicilline as a member of Congress.

ENVIRONMENT

Lead content and other contaminants in the water supply are a real issue in Rhode Island.  Water quality is not meeting federal standards yet nothing is being done about it.  Chris wants to address this issue with further federal incentives enforcement and funding.

 

Chris opposes the proposed power plant in Burrillville.

By the year 2034 Social Security will only be 75 percent funded.  It is also said by 2020 there will be a 20% reduction in Social Security benefits. We need to fully fund Social Security through national debt reduction, restructuring the currency and increasing the cap based on income. Meaning the person who makes $118,000 pays the same amount toward Social Security as a billionaire. This needs to change.
